Banks hesitate to operate, passports are questioned at borders, and citizens face uncertainty about their legal identity. In another case, rival governments claim power at the same time, creating confusion over laws, security, and public services. Protests, violence, or external interference may follow, threatening political stability.

This agenda explores how disputes over the recognition of states, governments, or territories can destabilise entire regions and make governance extremely difficult. When a place is claimed by more than one authority or not widely recognised under international law, everyday administration often suffers first.

Through these scenarios, delegates will analyse how international law, diplomacy, and recognition policies can reduce conflict, strengthen governance, and protect the rights and stability of affected populations.
